Description of Job

Please Note: This position has hybrid work arrangements. Effective September, 2023 employees are expected to report to the office at least 2 days a week. These arrangements are subject to change.

About this Unit:

The Low-Income Energy Assistance Program (LEAP) provides statewide home heating assistance benefits to eligible low-income households, and provides crisis funds to address “non-fuel” emergencies such as furnace repair/replacement. LEAP is responsible for maintaining the eligibility and payment systems; training and monitoring of local agencies; and coordination with federal and State agencies, energy providers, and other stakeholder agencies. LEAP conducts an annual comprehensive outreach campaign to reach and enlist eligible low-income clients. LEAP distributes about $50 million annually to approximately 100,000 households for home heating assistance. LEAP also provides emergency non-fuel assistance such as furnace repairs to about 2,000 households annually.

About this Position:

This position develops, manages, processes and tracks all LEAP contracts and manages LEAP fiscal operations, including CORE tracking and federal reporting. Develops and monitors LEAP county administration and outreach budgets; assists in other LEAP duties including county technical assistance, monitoring county fiscal practices. This position operates independently and management recognizes this position as staff authority for all fiscal matters affecting the Department’s energy assistance program with the requisite expertise to advise management on related decisions.

Procurement Management:

  • The position is the project leader and staff authority for procurement management for the Unit. Using technical expertise in the subject matter area, the position oversees the development and management of LEAP contracts, purchase orders, and other encumbrances. It serves as the Program liaison to the CDHS Contracts and Procurement Office. The position determines the best procurement methods to use for encumbrances, prepares requests for proposals, and documented quotes. It manages CORE modifications for LEAP and works closely with the program accountant to manage the LEAP annual budget. Interprets the LEAP vendor agreement and provides guidance and assistance to vendor inquiries regarding provision of services to LEAP clients.

Financial Management:

  • The position is the project leader and staff authority for all fiscal operations of the Program. Using technical expertise in the subject matter area, the position oversees the management of LEAP and serves as Program liaison to CDHS Accounting and Budget Offices. The position develops and monitors the LEAP budget, including the county LEAP administration and outreach budgets. This requires the position to have the knowledge and technical expertise to understand the State and federal requirements that govern the Programs budgets while also comprehending State and county resource requirements to administer the programs. The position acts as an integral part of a policy team that includes the Program Manager and other senior staff in developing fiscal policy alternatives and making recommendations for use by the Office Director and the Executive Director for the public, advocates, auditors and other state and federal agencies. The position is included as part of any review process on all substantive policy issues affecting LEAP.

Fiscal Monitoring:

  • The position is responsible for the oversight and monitoring of counties, contractors and the Colorado Energy Office in the fiscal process to assure compliance with state and federal regulations in the use of LIHEAP dollars. The position conducts fiscal reviews, composes fiscal reports, provides technical assistance and conducts follow up to ensure compliance with monitoring recommendations.

Miscellaneous LEAP Duties:

  • The position assists with other LEAP duties as assigned including vendor management, vendor training, county technical assistance, county management review and rule/policy interpretation.

Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights

MINIMUM QUALIFICATIONS:

Education and Experience:

  • Seven (7) years of professional experience in technical writing, purchasing, paralegal services, contract administration, contract management, contract monitoring, or preparing grant, loan or contract agreements.

OR

  • Associate's degree from an accredited institution in Finance, Business Administration, Public Administration, Economics, Legal Studies, English, or closely related field as determined by the department may be substituted for the required experience on a year-for-year basis.

  • AND Five (5) years of professional experience in technical writing, purchasing, paralegal services, contract administration, contract management, contract monitoring, or preparing grant, loan or contract agreements.

OR

  • Bachelor's degree from an accredited institution in Finance, Business Administration, Public Administration, Economics, Legal Studies, English, or closely related field as determined by the department may be substituted for the required experience on a year-for-year basis.

  • AND Three (3) years of professional experience in technical writing, purchasing, paralegal services, contract administration, contract management, contract monitoring, or preparing grant, loan or contract agreements.

OR

  • Master's degree from an accredited institution in Finance, Business Administration, Public Administration, Economics, Legal Studies, English, or closely related field as determined by the department may be substituted for the required experience on a year-for-year basis.

  • AND One (1) year of professional experience in technical writing, purchasing, paralegal services, contract administration, contract management, contract monitoring, or preparing grant, loan or contract agreements.

OR

  • Juris Doctor or Doctorate degree from an accredited college or university in Finance, Business Administration, Public Administration, Economics, Legal Studies, English, or closely related field as determined by the department may be substituted for the required experience on a year-for-year basis may be substituted for the required experience on a year-for-year basis.

Substitutions:

  • Additional appropriate education will substitute for the required experience on a year-for-year basis.

Additional appropriate experience will substitute for the degree requirement on a year-for-year basis.

Preferred Qualifications:

  • Experience in LEAP program system

  • CORE experience

  • Prior contracts and fiscal budgeting experience

Conditions of Employment:

  • Standard Background – Name check, TRAILS, CMS and JBITS

  • Travel is required, in state and potentially out of state, as needed to conduct management reviews, provide training, and for meetings
