The Southeast Louisiana Flood Protection Authority-East (SLFPA-E) operates the regional flood control system and associated facilities in St. Bernard Parish, the east-bank of Orleans Parish, and the east-bank of Jefferson Parish within its control in order to protect lives and property from tidal flooding by natural weather events.

SLFPA-E, Operations Department is directly responsible for the three (3) Permanent Canal Closure and Pumps (PCCP) located along the southern shore of Lake Pontchartrain on the London Ave., Orleans Ave., and 17th Street drainage outfall canals in Orleans Parish. The PCCP stations collectively house 17 drainage pumps and 30 Caterpillar, Inc. (CAT) C-175 primary generators along with other ancillary generators, mechanical and electrical equipment required for operation

The Maintenance Repairer 2 performs experienced-level responsibilities in the Permanent Canal Closure and Pumps (PCCP) division of the Southeast Louisiana Flood Protection Authority - East. The incumbent will report directly to the Facility Assistant Maintenance Manager – A, Controls Division, will be trained as a Pump Station Operator, and will perform daily preventive maintenance duties and inspections at London Ave., Orleans Ave., and 17th St. Canal Pump Stations

Minimum Qualifications

QUALIFICATION REQUIREMENTS:

MINIMUM QUALIFICATIONS:

Two years of experience in the building construction trades, building maintenance, maintenance or repair of mechanical equipment, or as a parks building and grounds attendant.

SUBSTITUTIONS:

Training in the building construction trades, building maintenance, maintenance or repair of mechanical equipment, or parks building and grounds work will substitute for the required experience. Training will be credited in six month increments.

NOTE:

Custodial building maintenance is not qualifying.

Examples of building construction trades include cabinetmaker, carpenter, concrete finisher, electrician, HVAC controls technician, HVAC mechanic, ironworker, millwright, painter, pipefitter, plasterer, plumber, refrigeration mechanic, roofer, sheet metal worker, steamfitter, tile setter and welder.

Examples of building maintenance include Maintenance Repairer 1/2, B/G/E Maintenance Repairer 1/2 and Maintenance Repair Foreman.

Examples of repair/maintenance of mechanical equipment include Operating Engineer 1/2, auto mechanic, Mobile Equipment Maintenance Mechanic, Mobile Equipment Overhaul Mechanic and Mobile Equipment Master Mechanic.

Job Distinctions:

Differs from Maintenance Repairer 1 because of the expanded scope of journeyman repair work which includes installation of plumbing and electrical fixtures, equipment repairs, and repairs to marine vessels.

Differs from other maintenance jobs by the broad spectrum of trades functions and by the absence of specialized tasks.

Examples of Work

80% Operations & Maintenance

• Monitor and maintain operational ability of all aspects of the PCCP system as directed

• Inspections and maintenance of the entire PCCP system is performed on a daily basis as directed

• Ensure painted surfaces are free of rust by removing rust, priming, and painting

• Inspect structures, controls, and operating equipment and document that are all in working condition or require timely repairs

• Monitor and maintain operational ability of valves, pumps and motors

• Troubleshoot and make minor repairs to mechanical, controls, and electrical equipment

• Perform minor maintenance on all equipment assigned for usage

• Participate in the painting, plumping, carpentry, masonry repairs and electrical work to all PCCP facilities

• Participate in the daily housekeeping of the station, including sweeping, pressure washing, and collections and removal of accumulated trash and storm debris

10% Administrative

• Create requisitions for supplies and material as needed

• Record and process paperwork as it relates to all duties performed at each PCCP facility in order to accurately track preventive maintenance efforts in maintenance software program

5% Rising Canal Emergency Operations

• The agency's Hurricane and Storm Damage Risk Reduction Systems must be maintained on a 24/7 basis during key weather events such as high tides, storm surges, northern winds and rising canal waters

• Pump canal water to appropriate levels

• Work various work shifts including overnight schedule during such emergency weather event

• Verify electrical and mechanical equipment is ready to be operated

5% Other

• Position is required to perform other duties or assignments as directed by supervisor or higher-ranking personnel, and may be outside of the position's normal department

Note: Incumbent is required to perform other duties as necessary, including but not limited to, emergency/disaster support activities by being on 24-hour call. Incumbent is required to report to work and remain there in case of emergency (hurricanes, storms, or other conditions, which could lead to flooding) until such emergency has subsided and employees are released through orders of the Regional Director. Place and remove stop logs during high water emergencies. Make, place and remove sand bags whenever needed. Place and remove barricades and traffic cones.
