Your Specific Responsibilities:

Procurements and vendor partnerships play an important role in ensuring FloridaCommerce has the resources required to operate efficiently, achieve its mission and goals, and effectively implement programs and services. FloridaCommerce has established a new Office of Strategic Sourcing and Purchasing Administration consisting of sourcing, procurement, contract administration, and p-card functions and professionals. The new Director will play a key role in starting the new Office and in laying the foundation for continuous future success.

The Director of the Office of Strategic Sourcing and Purchasing Administration is a highly responsible strategic leader within the agency responsible for managing all aspects of procurement and strategic sourcing in a manner that meets the current and future needs of the agency. Collaboration with internal colleagues and fostering a partnership-oriented environment will be essential to the success of the Director. The Director must be an effective communicator and internal and external relationship manager. Leadership, coaching, advisory services, strategic planning, mission and goal alignment, continuous process improvement, creative thinking, project management, compliance, and risk management are key components of the Director’s daily responsibilities.

The Director will play a key role in driving purchasing strategies and initiatives to support efficient operations, improve vendor performance, reduce costs where possible, and ensure continuity of the Department’s supply chain. The Director is responsible for planning, directing, organizing, and administering FloridaCommerce’s strategic sourcing and purchasing functions, as well as leading team members assigned to the Office. Purchasing functions include, but are not limited to, p-cards, MFMP, and the small, minority, and disabled veteran vendor program. The Director is responsible for developing and maintaining a strategic approach for all functions provided by the Office, as well as ensuring the functions are continuously aligned with the direction and mission of the Department. In addition, the Director will train Office staff and Department employees in purchasing, sourcing strategies, resource management, contract administration, and vendor management. The Director is responsible building a service-oriented culture, as well as for ensuring the Office is responsive to the needs of internal and external stakeholders, as well as change.

Examples of Key Responsibilities

Direct, supervise, and coach all members and teams in the Office of Strategic Sourcing and Contract Administration in all aspects of its activities. This includes, but is not limited to, reviewing and analyzing requisitions and contracts, recommending and approving the best procurement method(s), reviewing and approving specifications and SOWs, reviewing and approving formal/informal procurement solicitations, and overseeing bid openings, evaluations, and awards.

Supervise, coordinate, and participate in the procurement of commodities and services on behalf of the department. This includes, but is not limited to, participating in competitive solicitations, contract negotiations, strategy sessions, and contract and vendor management, as well as developing processes and protocols for purchasing and sourcing functions.

Negotiate favorable terms, volume discounts, and contracts with suppliers/subcontractors for the procurement of goods and services to meet desired outcomes, while maintaining integrity and ethical relationships.

Design, recommend, and implement sourcing and purchasing strategies, policies, and procedures. Drive the standardization and modernization of strategies, processes, workflows, and procedures administered by the Office.

Coordinate the issuance and management of Department purchase orders and contracts for internal commodities and services. This includes, but is not limited to, overseeing MFMP, coordinating with reviewers and approvers, serving as a liaison to the Office of the General Counsel, and ensuring appropriate routing.

Develop purchasing and contract administration plans, aligning them with the needs and direction of the Department.

Track and review all contracts, agreements, amendments, and attachments for internal goods and services. This includes, but is not limited to, ensuring timely execution, appropriate routing, and protocol compliance.

Maintain and supervise the integrity of files and records related to procurement, internal contracts for goods and services, and other related activities in a manner consistent with rules, policies, laws, and regulations.

Ensure all members of the team understand the agency’s programs, services, and needs, and contributes to plans designed to ensure the agency has the resources required to serve internal and external stakeholders effectively and efficiently.

Develop business cases with ROI, benchmarks, strategic fit, and risk exposure for potential procurements, sourcing activities, and agreements.

Maintain compliance, and stay up to date, with all applicable laws, rules, executive memos and directives, legislation, and regulations.

Serve, as assigned, as the Department’s liaison with state agencies, partner organizations, and other applicable government and/or private organizations for procurement, sourcing, contract, and vendor management matters.

Ensure appropriate levels of communication regarding the activities and functions of the Office to the Department’s stakeholders and leaders.

Contribute to reconciliation and encumbrance reviews and audits and ensure appropriate follow up and resolutions.

Prepare routine and special reports for Department managers and state auditors. Review and evaluate findings of federal and state audit reports as they relate to the Department’s procurement and contract administration functions and responsibilities.

Support and coordinate the preparation of all required reports, reviews, and audits.

Perform other duties and special projects as assigned.

Required Knowledge, Skills, and Abilities:

  • Knowledge of purchasing techniques, contract language, and terms and conditions.

  • Demostrated ability in identifying, selecting and negotiating with contractors, vendors and consultants.

  • Make sound decisions in a manner consistent with the essential job functions.

  • Considerable knowledge of the principles and practices related to procurement with an emphasis on competitive bid purchasing principles, methods, and procedures, as well as vendor management and contract administration.

  • Knowledge of development of policies and procedures.

  • Ability to establish and maintain effective working relationships with internal and external customers and suppliers.

  • Knowledge of state procurement, including purchasing, contracting, and competitive solicitations.

  • Knowledge of and ability to effectively use various systems associated with purchasing and contracts, including, but not limited to, Sharepoint, Docusign, Adobe, Microsoft Office, and MFMP.

  • Ability to comprehend Chabters 215, 255, and 287 of Florida Statutes, and all other statutes and codes associated with Florida purchasing.

  • Ability to communicate effectively and accurately in all formats and settings.

  • Project management skills.

  • Team leadership and coaching skills.

  • Strong organizational skills.

Qualifications:

As a condition of pre-employment eligibility, a Level 2 security background screening is required, which consists of fingerprinting and a check of local, state, and national law enforcement records.

  • Florida Certified Contract Manager

  • Florida Certified Contract Negotiator

  • Project Management Professional

Preferred:

  • other applicable certifications preferred
